The SEAD Initiative partners to strengthen and accelerate the development and implementation of appliance energy efficiency policies worldwide.


APEC

SEAD works in collaboration with the Asia-Pacific Economic Cooperation (APEC) Expert Group on Energy Efficiency and Conservation (EGEE&C) to advance the development of standards and labeling (S&L) programs in APEC economies. SEAD provides support to the APEC Collaborative Assessment of Standards and Testing (CAST) initiative, which promotes harmonized test procedures and supports the development of aligned energy efficiency S&L across the APEC region. Projects under the CAST initiative include assessments of existing global standards, labels and test methods; assessments of global harmonization potential; strengthening monitoring, verification, and enforcement (MV&E) through activities such as laboratory assessments via round robin testing; and other activities as needed to best support S&L for priority products in the APEC region.

CLASP

CLASP serves as Operating Agent for the SEAD Initiative. CLASP improves the environmental and energy performance of the appliances and related systems we use every day, lessening their impacts on people and the world around us. CLASP develops and shares practical and transformative policy and market solutions in collaboration with global experts and local stakeholders. Since 1999, CLASP has worked in over 50 countries on 6 continents pursuing every aspect of appliance energy efficiency, from helping structure new policies to evaluating existing programs.

ECREEE

The Economic Community of West African States (ECOWAS) Regional Center for Renewable Energy and Energy Efficiency (ECREEE) contributes to the sustainable economic, social, and environmental development of West Africa by improving access to modern, reliable, and affordable energy services; contributing to energy security; and reducing greenhouse gas emissions and local pollution. To achieve these objectives, ECREEE creates an enabling environment for renewable energy and energy efficiency markets, supporting activities directed at mitigating existing technological, financial, legal, institutional, and other barriers.

SEAD worked closely with ECREEE to complete an institutional and framework assessment for a regional S&L program in West Africa. SEAD co-sponsored and participated in workshops organized by ECREEE to develop regional standards for on- and off-grid lighting, and has supported ECREEE's and the United Nations Environment Programme (UNEP) en.lighten initiative's efforts to shepherd proposed lighting standards through to adoption.

en.lighten initiative

The UNEP en.lighten initiative was established in 2009 to accelerate a global market transformation to environmentally sustainable, energy efficient lighting technologies, as well as to develop strategies to phase-out inefficient incandescent lamps to reduce CO2 emissions and the release of mercury from fossil fuel combustion. SEAD collaborates with en.lighten on a number of strategic and project-specific activities, including supporting the development of a regional S&L program in the ECOWAS region, participating in and co-sponsoring regional lighting-related conferences and workshops, and coordinating around SEAD’s broader efforts to advance market transformation for efficient interior lighting and street lighting.

IEA

The International Energy Agency (IEA) is an autonomous organisation that works to ensure reliable, affordable and clean energy for its 29 member countries and beyond. The IEA's four main areas of focus are: energy security, economic development, environmental awareness, and engagement worldwide. SEAD works with the IEA on a number of activities, in coordination with IEA 4E. These activities include international collaboration on the Standards Coordination Community of Practice; on tracking clean energy progress; on energy efficiency monitoring tracking systems; and on improving the energy efficiency of networked devices and buildings.

IEA 4E

IEA’s Energy Efficient End-use Equipment Implementing Agreement (IEA 4E) is a government-led group that was established to share information, better understand the impacts of different policy approaches, and undertake joint research to improve the policies for energy efficient appliances and equipment. 4E was formed in 2008 to facilitate co-operation on policy approaches amongst governments facing similar issues, to increase effectiveness, and to share research costs.

SEAD and IEA 4E signed a Memorandum of Understanding (MoU) in May 2014, formalizing the two initiative’s close collaboration. Under this agreement, SEAD and IEA 4E are undertaking a number of joint research and development activities, as well as actively exploring other opportunities for cooperation. SEAD works closely with the 4E Executive Committee (ExCo), the Electronic Devices and Networks Annex (EDNA), the Electric Motor Systems Annex (EMSA), and the Solid State Lighting (SSL) Annex.

LBNL

The International Energy Studies group at Lawrence Berkeley National Laboratory (LBNL) performs studies on energy use and climate change mitigation strategies through extensive analyses, research, model and tool development and technical assistance. Over the past 30 years, LBNL has actively engaged the developed and emerging economies across a variety of sectors including energy efficiency and demand response. LBNL provides technical support for the SEAD Initiative and leads the SEAD AC strategy.

Standards Coordination Community of Practice

The Standards Coordination Community of Practice (CoP) was formed by member governments of the SEAD Initiative, IEA, and IEA 4E. The purpose of the CoP is to improve cooperation in international product standards development – accelerating and expanding the alignment of national and regional appliance energy efficiency policies – by developing effective mechanisms for engaging with the International Electrotechnical Commission (IEC) and the International Organization for Standardization (ISO).
